［摘   要］高质量发展已经成为新时期中国经济发展的鲜明主题。本文基于新发展理念和粮食安全保障的双重视角构建了一个衡量中国农业高质量发展水平的综合评价体系，利用2011~2023年的省级面板数据实证考察了政策性农业保险对农业高质量发展的积极影响。研究发现：政策性农业保险对农业高质量发展存在显著的促进作用，并且对邻近地区的农业高质量发展也存在正向空间溢出效应。机制检验表明，农业信贷支持力度、农产品生产效益和农业产业协同水平都会提升政策性农业保险对农业高质量发展的积极影响。异质性分析显示，政策性农业保险对东部地区、非粮食主产区、中日照地区和非平原地区农业高质量发展的影响更为显著。建议各级政府未来进一步提升经济类作物的农业保险保障水平，加大对农作物品种改良和养殖动物育种方面的保险支持，同时完善绿色农业技术应用领域的保险服务，通过多措并举充分发挥政策性农业保险对中国农业高质量发展的赋能效应。

Empowering High-Quality Development of Chinese Agriculture through Policy-Based Agricultural Insurance— From the Dual Perspectives of New Development Concepts and Food Security

Abstract：High-quality development has become a prominent theme in the new era of China′s economic development，and the concept of high-quality development should also be applied in the agricultural sector.Based on the dual perspectives of new development concepts and food security，this paper constructs a comprehensive evaluation system to measure the level of high-quality development in Chinese agriculture and empirically examines the positive impact of policy-based agricultural insurance on agricultural high-quality development using provincial panel data from 2011 to 2023.The study finds that policy-based agricultural insurance significantly promotes high-quality agricultural development and also has positive spatial spillover effects on neighboring regions.Mechanism testing indicates that agricultural credit support，agricultural production efficiency，and the level of agricultural industry coordination all enhance the positive impact of policy-based agricultural insurance on agricultural high-quality development.Heterogeneity analysis shows that the impact of policy-based agricultural insurance on high-quality agricultural development is more significant in the eastern region，non-major grain-producing areas，regions with moderate sunlight，and non-plain areas.It is suggested that governments at all levels further improve the insurance coverage for economic crops，increase insurance support for crop variety improvements and livestock breeding，and enhance insurance services for the application of green agricultural technologies，so as to fully leverage the empowering effect of policy-based agricultural insurance on high-quality development of Chinese agriculture through multiple measures.
