［摘   要］本文基于“对比观念—共同认知—政策制定”的理论框架，聚焦政策性农业保险的属性定位问题，通过地方法规和中央法规的文本分析，揭示了政策性农业保险的角色演变与制度变迁逻辑。研究发现，政策性农业保险在法规文件中从“农村金融服务”向“农业支持保护制度”的转向，本质上是对比观念由“农村金融”向“农业补贴”的范式迁移。当“政策性农业保险是农业支持保护制度中的重要组成部分”成为政策共同认知时，其不再停留于价值主张层面，而是通过制度编码升级为具有约束力的“制度性事实”。此外，政策性农业保险的制度变迁路径表现出了明显的“阶跃式转换”特征，政策性农业保险的角色演变和制度变迁路径由农业政策对农业保险发展需求决定，并随着政策目标的阶段性扩容而动态变化。

The Role Evolution and Institutional Change of Policy-Based Agricultural Insurance：A Theoretical Analysis Based on A Contrastive Perspective

Abstract：This paper is based on the theoretical framework of “contrastive concept-shared cognition-policymaking” and focuses on the controversies surrounding the attribute positioning of policy-based agricultural insurance.Through a text analysis of both local and central regulations，the study reveals the logic underlying the role evolution and institutional change of policy-based agricultural insurance.The research finds that，in related regulatory documents，policy-based agricultural insurance has shifted from being framed as “rural financial services” to being regarded as part of an “agricultural support and protection system.” Essentially，this shift represents a paradigm migration in contrastive concept from “rural finance” to “agricultural subsidies.” When the notion that “policy-based agricultural insurance is an important component of the agricultural support and protection system” becomes a shared cognition in policymaking，it transcends a mere value proposition and is elevated through institutional encoding into a binding “institutional fact.” Moreover，the institutional change path of policy-based agricultural insurance exhibits a distinct “leapfrog transformation” characteristic.Its role evolution and institutional change are determined by the demand for agricultural insurance development in agricultural policy and dynamically evolve with the phased expansion of policy objectives.
