［摘   要］我国实施的工伤预防试点政策作为一种安全生产治理的新方式，是提升安全生产治理效果的关键因素。本文利用2010~2020年中国128个地级市平衡面板数据，采用双重差分模型检验工伤预防试点政策实现安全生产治理效果及相关作用机制。研究表明：工伤预防试点政策有效改善了安全生产状况；工伤预防试点政策主要通过强化安全生产规制实现安全效应，且能够通过科技水平和产业结构的调节作用，更好地改善安全生产状况；同中部地区城市相比，东西部城市的工伤预防试点政策效应显著。最后，提出了继续推进工伤预防工作、强化安全生产规制、各地区因地制宜地开展具体工作等政策建议。

Evaluation of the Effectiveness of Workplace Injury Prevention Pilot Policy on Workplace Safety Governance

Abstract：The pilot injury prevention policy implemented in China,as a new approach to safety production governance,is undoubtedly a key factor in enhancing the effectiveness of safety production governance.Using balanced panel data of 128 prefecture-level cities in China from 2010 to 2020,a Difference-In-Differences model is used to examine the effect of work injury prevention pilot policy in achieving safety production governance and the related mechanism of action.The study shows that:first,the pilot work injury prevention policy effectively improves the safety production situation;second,the pilot policy mainly achieves the safety effect by strengthening the safety production regulation,and it can better improve the safety production situation through the moderating effect of technology level and industrial structure;third,compared with the cities in the central region,the effects of the pilot policy in the eastern and western cities are more significant.Finally,the paper puts forward policy suggestions such as continuing to promote the prevention of work-related injuries,strengthening the regulation of safety production,and carrying out specific work in each region according to local conditions.
