［摘   要］粮食安全一直受我国政府高度重视,不仅事关经济发展和社会稳定,而且关乎国家安全和自立。本文旨在研究农业保险是否有助于保障国家粮食安全,同时考察在粮食主产区、主销区和产销平衡区三大功能区这一影响是否具有异质性。文章首先构建了广义与狭义粮食安全评价指标体系,测算了2008~2018年各省以及全国的广义与狭义粮食安全综合指数,在此基础上检验了农业保险对粮食安全的影响作用。研究结果表明:发展农业保险能够起到保障国家粮食安全的作用,农业保险保障水平对三大功能区的粮食安全影响存在明显的异质性。本文认为在农业保险服务国家粮食安全战略的基础上,应持续提高粮食作物保障水平,实现农业保险产品的升级换代,同时,也要充分发挥各区优势,共同助力保障国家粮食安全。

Can Agricultural Insurance Contribute to Ensuring Food Security?

Abstract：Chinese government has always attached great importance to food security,which is not only related to economic development and social stability,but also to national security and self-reliance.The purpose of this paper is to study whether agricultural insurance contributes to national food security,and whether there is heterogeneity in the impact of agricultural insurance in the main grain-producing areas,main grain-selling areas and producing-selling balanced areas.This paper constructed the evaluation index system of food security in broad sense and narrow sense,calculated the comprehensive index of food security in broad sense and narrow sense of each province and the whole country from 2008 to 2018,and tested the impact of agricultural insurance on food security.The results show that the development of agricultural insurance can play a role in guaranteeing national food security,and there is obvious heterogeneity in the impacts of agricultural insurance level on food security in the three areas.It is suggested that we should continuously improve the level of food crop security and realize the upgrading of agricultural insurance products on the basis of agricultural insurance serving the national food security strategy.In addition,we should give full play to the advantages of all regions and work together to ensure national food security.
